Why it has to be immutable
A regulatory review looks at what the content was when it was published, not what it is today. An archive that stayed linked to live content could have its historical evidence silently rewritten by a later edit.
Method
Every audit record carries a complete snapshot independent of the risk scan and consent record it links to — the archive entry stays intact even if either of those is later deleted or changed.
